Preface xiii are no easy policy solutions by which Washington can break apart the Russian- Chinese partnerships. Some developments and U.S. policies might eventually drive Moscow and Beijing apart, but the United States and its allies should prudently plan for this Sino-Russian alignment to persist for decades.
